Firstly check for drivers installed on the operating system.
Secondly, check for the physical connector for the USB port whether is broken or damaged, or both.
Thirdly, Check whether 5 volts coming on pin no. 1 of the port or not.
Fourthly, check whether the coil giving signal volts at pin numbers 2nd and 3rd.
Finally, if everything else fails replace PCH.
